Bilateral Relation

Background

On 15 October 1973, the Argentine Republic and the Socialist Republic of Vietnam established diplomatic relations through a Joint Statement, signed in Buenos Aires.

However, it was only during the 1990's that the bilateral relation became more active. In January 1995, Vietnam opened its Embassy in Buenos Aires, followed by the opening of the Argentine Embassy in Hanoi in December 1996.

In the beginning, Counsellor Nguyen Van Dao was appointed as Charge d’Affairs of the Vietnamese representation in Buenos Aires. Later in December 1997, H.E. Mr. Tran Quang Hoan took office as Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam.

Meanwhile, on 12 December 1996, H.E. Mr. Armando J. J. Maffei presented his Letter of Credentials as Ambassador Extraordinary and Plenipotentiary of the Argentine Republic before the Vice-President of the Socialist Republic of Vietnam, H.E. Ms. Nguyen Thi Binh.

In the following years, the Vietnamese Embassy to Argentina was headed by Ambassadors Mr. Nguyen Ngoc Dien (September 2002 until September 2006), Mr. Thai Van Lung (September 2006 until July 2010) and Mr. Nguyen Van Dao (July 2010 until March 2013).

On 18 March 2014, H.E. Mr. Nguyen Dinh Thao presented his Letter of Credentials as Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam before the Argentine Vice-President Amado Boudou.

In regards to the Argentine Embassy to Vietnam, Ambassador H.E. Mr. Tomás Ferrari served from May 2000 until August 2009 and H.E. Mr. Alberto Kaminker served from August 2009 until August 2013.

On 14 August 2013, H.E. Mr. Claudio Ricardo Gutiérrez presented his Letter of Credentials as Ambassador Extraordinary and Plenipotentiary of the Argentine Republic before Vietnam’s President Truong Tan Sang. He served as Ambassador until 30 June 2016.

Current state of the bilateral relation

The bilateral relation between Argentina and Vietnam has been intensified since its establishment in 1973, particularly in recent years, which can be seen in the following fields:

Exchange of high-ranking delegations. Some of the most relevant official visits that took place in recent years are the following:

. April 2010. Visit to Argentina of the Vietnamese Prime Minister Nguyen Tan Dung, upon which both countries signed a Joint Declaration stating that the bilateral relation had become “strategic”.

. March 2011. Visit to Argentina of the Vietnamese Deputy Foreign Minister Doan Xuan Hung.

. March 2012. Visit to Vietnam of the Argentine Minister of Foreign Relations and Worship Héctor Timerman.

. October 2012. Visit to Vietnam of the Argentine Domestic Trade Director Guillermo Moreno, who headed a two-day trade mission that took place in Ho Chi Minh City.

. January 2013. Visit to Vietnam of the Argentine President Cristina Fernández de Kirchner.

. September 2013. Visit to Argentina of the Vietnamese Minister of Culture, Sports and Tourism Hoang Tuan Anh.

. May 2014. Visit to Argentina of the Vietnamese Deputy Health Minister Pham Le Tuan.

. November 2014. Visit to Vietnam of the Argentine Minister of Agriculture, Livestock and Fishing Carlos Casamiquela.

. December 2015. Visit to Argentina of the Vietnamese National Assembly Petition Committee members.

. May 2016. Visit to Argentina of the Vietnamese Deputy Home Minister Trieu Van Coung.

In addition to these high-ranking delegations exchange, Argentina and Vietnam have conducted periodic Political Consultation and Intergovernmental Committee sessions since 2001 and 2009, respectively.

The latest Political Consultation session took place in Hanoi in March 2014, where the Argentine delegation was headed by the Deputy Minister of Foreign Relations and Worship Eduardo Zuaín.

The latest Intergovernmental Committee session took place in Buenos Aires in October 2014, where the Vietnamese delegation was headed by the Deputy Minister of Industry and Trade Tran Tuan Anh.

Bilateral agreements. Argentina and Vietnam have so far signed 23 bilateral agreements.

Trade. The bilateral trade between Argentina and Vietnam experienced a six-fold increase in the last years, reaching a record amount of US dollars 2,54 billion throughout 2015. Such upturn has led Argentina to become Vietnam's 14th global supplier.

In addition, Argentina regards Vietnam as a priority market under its strategy to diversify and expand exports.

Every year, the Argentine Embassy to Vietnam conducts a number of trade promotion activities throughout Vietnam, among which are wine tastings, Malbec World Day celebration and events designed to promote the Argentine beef, as well as other products.

Cooperation. As many as five technical cooperation projects are currently being implemented by Argentina in Vietnam, all of them financed by FO.AR (Argentine Fund for South-South and Triangular Cooperation), which belongs to the Argentine Ministry of Foreign Relations and Worship.

Most of these projects are designed to provide technical training in areas relating to science and technology applicable to agriculture and livestock. However, training is also provided in capacity building for the search and identification of human remains from the fallen martyrs throughout the war against the US.

Culture. Cultural events, an effective tool for bringing our peoples closer, have also been multiplied in recent years.

On the occasion of the 40th anniversary of bilateral diplomatic relations in 2013, the Argentine Embassy in Vietnam held a number of cultural activities in coordination with the Vietnamese Ministry of Culture, Sports and Tourism.

In April 2014, Argentina participated in the 8th edition of the Hue Festival, where Osvaldo Montes and his team of musicians performed their famous spectacle Cinematango.
